48 apartments. Rents are for a one bedroom – $720, two bedroom $805, three bedroom $885. Those rents include water, heat, and basic cable/internet. There is an extensive waiting list for apartments. The veteran completes the application thru our Navigator for a background and income review. The Navigator is there to assist the veteran in putting them in contact with the VA or any other resource. Also, if financial payment for rent is an issue, the Navigator, will assist in obtaining other sources of income.

Yes, and Veterans includes Active Duty, Guard, and Reserve personnel too.

They are permanent housing. Residents can stay as long as they can pay the rent and adhere to the rules. Also, if the Veteran dies before the spouse, the spouse can stay if they want.

All board members are volunteers. Of the 13 board members, 9 of the 13 have served and of the 9, 5 are retired from the military, 2 are daughters of veterans, and one is an advocate for veterans.

Vet village has one employee, our Navigator (Full Time). In addition, we contract maintenance and property management services with Pfefferle. Those annual costs for the Navigator and Pfefferle amount to approximately $135,000. These costs represent approximately 15% of our revenue.

a. Apartments occupied by veterans are:

  • 16 one bedroom
  • 28/28 two bedroom
  • 4 of the 4 three bedroom

b. We purchased Veterans Village from the Outagamie Housing Authority effective 30 April 2023. The purchase cost was 1.9 million and it is a land contract. It is a 3% loan for 30 years; however, it has a balloon payment in 10 years.

c. Our goal is to have the loan paid off on or before May 2033. Hopefully, through the generosity of donors, that will happen and we can use the equity to build an additional apartment complex.

d. Our monthly loan payment is $8,200/month. Currently our organization generates $37,000 in rental income before expenses.  Since we provide affordable housing that is 30% lower than market rental rates, our income after expenses is limited so paying additional principal is also limited.

e. Per board policy, all funds raised will be divided in the following manner unless specifically designated. 50% – Principal, 25% – Operations, and 25% – Reserve. In 2025 those amounts are $41,000 Principle, $20,000 Operations, and $30,000 Reserve.

f. In 2024/2025, Vet Village delivered $120,000 toward the principal of the loan to the Outagamie Housing Authority.

g. Vet Village has a leadership team comprised of tenants that meet monthly and plans community events, improving the grounds of Vet Village, and a tenant attends board meeting as a spokesperson.

h. Vet Village provides, at no cost, a meeting location for 10 or more non-profits.

i. Due to the low cost of rent, four residents were able to save and were able to purchase their own homes.

a. Conduct three fundraising events:

  1. Evening with Rocky Bleier at the American Legion Post 38, June 10th, 2026. Hours 5pm-9pm
  2. 4th Annual Rocky Bleier Golf Outing June 11, 2026 at Royal St. Pats Golf Course Wrightstown, WI.
  3. On June 27th, July 25th, Aug 29th – We will be hosting a booth at Farmers Market Appleton to promote Wis VVA.
  4. Ladies OCHCE / Tasting for the Troops September 2026 TBD.

b. Make a payment of at least $125,000 or more on the principal of our loan that would include fundraising and Buck a Day.

c. Solicit a five-year pledge of a “buck a day” donation with all dollars going to paying off the principal. Either a $30/month for 5 years, or $365/year for five years, or a one-time donation of $1800. In 2025 that amount was $44,000. Our goal is $80,000 in 2026.

d. Merchandising site headed by Norbert Bolda.

e. Annual report 2025 out on or before June 2026.

a.   Helping veterans get the benefits they have earned. Includes helping filing claims, guiding or encouraging veterans to apply for increases in disability ratings and / or benefits, helping spouses get survivor benefits. Working with SVO’s -15 veterans helped.

b. Weekly open AAA program on site.

c. Mental Health – Coffee for vets at the campus, Vets & Frets guitar program, Holiday meals, all of which help keep veterans busy, engaged via camaraderie, which improves mental health. Also, campus is located next to VA’s Mental Health Facility. These programs help veterans deal with PTSD, or suicidal thoughts.

d. Our Navigator works for the residents to help with rent shortfalls, finding car repair facilities, other general needs, and coordinates outside group activities wanting to do events for veterans.

e. Being the Center or Hub for veterans and veteran groups.
